Bringing Sovereign, Quantum‑Secure Infrastructure to Space

01 · The panel

WISeSat.Space: From Nasdaq to QSOC and a Hybrid Public-Private Sovereign Constellation

Following WISeSat.Space’s Nasdaq listing under SAIQ, this panel will explore the creation of QSOC and a hybrid public-private sovereign satellite constellation. The discussion will connect investment, technology, and public policy to examine how secure space infrastructure can scale while preserving sovereign control over critical communications and data.

02 · Discussion themes

What the panel will discuss.

The themes below guide the conversation. They indicate the kinds of questions that may come up, not a fixed list, and not every theme will be covered.

  1. 01

    Satellites as critical infrastructure

    Key questions

How should satellites be treated alongside undersea cables and terrestrial networks as national critical infrastructure? What should resilience look like when one layer is attacked or fails?

  2. 02

    Threats to space assets

    Key questions

How is the threat landscape changing, from physical threats in orbit to cyber intrusions targeting ground stations and communications links? What responsibilities does this create for commercial operators?

  3. 03

    Minimum security standards

    Key questions

What baseline cybersecurity requirements should apply to satellite operators, particularly small satellites and IoT constellations? Who should establish, verify, and enforce those requirements?

  4. 04

Security throughout a satellite’s operational life

    Key questions

How can regulators and industry ensure that assets remaining in orbit for years stay secure and upgradable as threats evolve? This opens a joint discussion on policy safeguards and SEALSQ’s approach to cryptographic protection and migration.

  5. 05

    Trusted networks and supply chains

    Key questions

Drawing on Jessica Rosenworcel’s FCC experience addressing untrusted vendors, how should governments and companies assess trust across satellite hardware, software, ground infrastructure, and service providers?

  6. 06

    Sovereignty in space in practice

    Key questions

How can countries retain control over critical connectivity, data, and encryption keys when infrastructure is concentrated among a small number of providers? Could a hybrid public-private sovereign constellation offer a practical model, while supporting cooperation with allies?

  7. 07

    Direct-to-device connectivity and control

    Key questions

As devices connect directly from orbit, who controls and secures those links? How should national oversight evolve when connectivity extends beyond terrestrial networks?

  8. 08

Spectrum and orbital access as strategic resources

    Key questions

How should national interests and equitable access be balanced with global coordination as competition for spectrum and orbital resources intensifies? What priorities should shape preparations for WRC-27 and discussions at the ITU in Geneva?

  9. 09

Orbital sustainability as a security issue

    Key questions

What lessons can be drawn from the FCC’s five-year deorbit rule? How should debris mitigation and responsible behavior in orbit become part of infrastructure resilience and security planning?

03 · Central question

Connecting policy to the WISeSat.Space roadmap.

The panel will also examine how Nasdaq access can support deployment, how QSOC can connect quantum technologies with secure satellite infrastructure, and how public-private partnerships can translate sovereign requirements into operational capabilities for defense, emergency communications, critical infrastructure, and IoT.

How can we combine commercial scale, quantum-secure technology, and public oversight to build a resilient constellation that sovereign users can trust and control?
